MVVNL not giving domestic electrical connection,because of earlier due

Dear sir, I had purchased a plot in, Aliganj Lucknow on date 16/08/2016. (Earlier which was LDA house) Now I have constructed house on it and applied for electrical connection. Now ExEn told me that Rs 87507/- is previous due on this property, till I not pay I shall not get connection. 1. Connection is on the name of person who had never been owner of the property,2. Since date of connection 3/12/1985 not a single paisa bill has been deposited.3. Seller has purchased this as house and demolished it and sold to me as plot He has mentioned in registry that no electrical,water,sewer connection is there on the plot.4. I applied for connection on 15/04/2017, after that I had written one letter to SDO, two letters to Ex En but no reply. Sir being own house I am paying rent@10000/- pm and home loan EMI @18500/-pm,because of electrical connection. Sir please guide me where to approach

In my opinion it was your fault that you have not checked the clearance of electricity and water bills etc prior to purchase the plot. It is a very popular legal maxim that kreta sawdhan. Now you should clear that electricity bill and after obtaining receipt of electricity bill and copy of demand letter from electricity department you should file a suit for recovery against the seller of the plot. You can also complaint in police station against the seller for cheating and breach of trust which are punishable under the law.

Dear Client,
As You said the seller has demolished the building and sold off it to you and in deed its written that their is no electrical connection etc of any kind. He is bound to pay the same and not you. You can compel him to pay the same. For your further query you can contact me.

U r not lible to pay this bill. U must be approch Consumer court and claim on excutive engg. And SDO.
This matter also come under artcle 226 for file a write in HC.
Any one has taken connection with wrong adress its not ur fault and u r not binding for that.
