Legal action against owner of a land causing inconvenience to people

Sir actually there is an unconstructed land in the front of my house from more than 20 years and the owner refuges to sell it even if anyone offer him the sufficient amount of land actually the matter is not that he sell it or not the matter is that due to this land our house faces the problem of cracks and this also lead to origin of dangerous insects which enter in our house and other neighbor's also faces the same problem so please suggest any legal process to take action against owner.
Please tell me the nature of land that land is coming under the development authority or municipal corporation if yes then you should go to municipal corporation office give complaint and write down the all facts in this application
