Illegal use of residential land for commercial pupose

one person is carrying on commercial activity on a residential land I have complained to the association and police but it seems that he has already bribed them. How can i file a case against him?

If a person is using the property either as a commercial or residential, then in such case he is not entitled to use the property for any other purpose. But if the agreement specifies the use of property for any other purpose other than as specified then he use the property for any other purpose other than the purpose specified. In your case, you shall have the right to approach the court where the property is situated through an advocate and file suit for restraining that person from using the property as a commercial on a residential property.

You must approach the concerned estate office with a complaint against the erring party. If the Estate office does not take any action against them then you can approach the Civil Court in the concerned district and file a suit for obtaining injunction.

You can file criminal complaint against the said person in court. Or you can report the matter to higher officer Estate Department etc. for violation of law.
You can also claim damages in case you are suffering any loss or loss of reputation etc.
