You can file an application under section 307(5) Of m.p. municipal corporation act if property situated in madhya pradesh and if the property situated out of madhya pradesh then you will have to see the provision under municipal corporation act of such state and you can also file a public interest litigation under article 226 of constitution of India for remove the encroachment from government land.
