Only lands that have been granted by the government agencies to a SC/ST cannot be sold without the prior permission of the allotting agency.
In this case you are purchasing land from a general candidate and later if you wish to sell it the provisions of the P.T.C.L Act will not apply in this case.
You may sell this land to anybody you wish, but at the time of sale if you have a son/daughter who are major in age then you must obtain their consent before the sale.

Dear Sir/Madam, you have every right to buy a plot in any where in India including Bangalore from a general candidate irrespective of Schedule Caste and Schedule Tribes, there is no bar to buy the Plot. And also there is no bar to a sale General because of the said plot was purchased by you own, it is not granted land from Government. Yes you will proceed, if you want my legal service I will do it.
