Your mother transfer her self acquired property by way of will or gift or sale in favour of you. Please give details how many sisters and brothers you have? If the brothers and sisters they have also equal rights on the property
Registration cost is market value of the property.

the stamp duty and registration charges vary from place to place and depends upon the market value of the price furnished by the sub-registrar of the concerned area and the place of registration also vary upon the circumstances and nature of deed to be executed

You are legal heir of your mother. If your mother was Govt. Employee, you can get legal heir certificate from local MRO and go for transfer through succession for which the govt. fees is nominal. If your mother is not government employee or not an employee/bread winner at all, the legal heir certificate must be applied through Civil court.
