How to register a freehold property in DDA if one owner is bed ridden

Hi, We have a property in Delhi which we want to apply for Freehold. The property itself is on the name of 2 brothers : My Father and my elder Uncle (who is Bed-ridden). So I want to know how can we complete the Freehold process as my Uncle is unable to visit the DDA office to complete the formalities. Is there a provision that somebody from DDA can visit our home, much like how Sub-Registrar comes for property registration ? Or can we make a Power of Attorney in my Father's name ?
As per attorneys act and provisions of transfer of property act you can have a power of attorney of your bedridden uncle where he can specially authorize to transfer property on his behalf. The law provides facility for such unavoidable circumstances.
You need to executed Power of attorney, Than process the same
Power of Attorney can be made in the name of the person who can pursue the matter in DDA, and he'll get the property freehold. It is not mandatory that the owner should move to DDA office, he can authorize any person by the way of Power of Attorney.
