how to complain for factory causing nuisance

There is factory of making sweets in front of my house. Their is more than 100 workers works there. They use and store almost 50 LPG cylinder. We always feel scared staying there. We told them to transfer the factory but the owner is not ready to listen. Most of the time seweage jam because of his factory which can caused diseases like diaroea dengue chickengunia. Place tell where we should complain because he has money local police station will not listen to us.
You can approach the Pollution control Board and also file a petition under section 133 of Crpc by making a representation to the SHO. if the police fails to file a report the residents can file a petition to the magistrate to direct police to investigate the matter as this is a matter of Public Nuisance.
You can also alternatively file a civil suit under section 91 of the Code of Civil Procedure, 1908 for declaration and injunction or any such reliefs.

You can file a complaint in the local police stations and if they are not helping you out then you either directly go to the magistrate u/s 156 of cr.p.c with your concerns or file an RTI asking for proper sanctions and permissions of that factory. With any luck you will your response from the Govt. officials.
