Flat ownership after father's death

Hi,
My father did passed away in February he had no will or nominees for our flat, I have elder brother but he lives in abroad now I wanted to transfer the ownership of flat. What is the procedure? Can I transfer it between me and my mom or brother presence is required and what will be the costs to do this?

Firstly you have to apply for Legal heir certificate in Court. After Granting legal heir certificate from Court, you can you application before Mutation officer in your concern area for Mutation in the name of all legal heirs of your father.
