HI..M POOR GUY DONT HAVE MONEY TO STAND AGAINST BUILDER IN COURT (HE SOLD MY PROPERTY TO ANOTHER BUILDER WITHOUT TAKING NOC .

You can first of all file a criminal complaint against him, file a case in the police stations of your jurisdiction, after that take the case to various courts.
There are various ways you can approach against him.
Before that if your agreement was registered builder has no right to see the property.

For this you can aporch to consumer court ,you yourself represent before the consumer forum ,if the value of property is less then 20 lacs then you can approch to district forum if the value of the property is more then 20 lacs then you can approch to state commission
