Do Acquisition collector has power to refuse to take case forward

We have filed an objection of Section 30C to HUDA office on land acquired. My question is that the Land Acquisition Collector has the power to refuse/decide the case of he has to forward it to District court ? the reason I am asking this is that the other party has good relations with the Land Acquisition Collector. Thx
If in any case he refuses to forward the case to district court you will have to go to high court and if he decides to forward it to district court then you will have to fight for it in district court...
If you have filed objection it will benifit you in future proceedings but as to the land acquisition collector yes he can ignore your objection if they are not satisfactory to him and in routine they do so you have to file suit against the order of acqusition
