Delayed possesion of flat by a year.

My flat possession has been delayed by over a year now. Can I ask for full refund from the builder?

You can ask for possessiok n with full oc or you can also ask refund of your full consideration from builder. You can also claim compensation for delay of one year.
For that you have to first send him notice

Delivery of flat to actor-turned singer Karan Oberoi delayed, builder fined ₹2.4cr
We have appeared in this matter and have got an order for which clearly states that interest to be paid if flat purchaser opts for withdrawal or else interest if occupation certificate is received.
