Construction issiue in delhi and nighbor problem

I am a resident in Delhi, I own an independent flat in Jhilmil colony Delhi. Its ground floor is own by my neighbor and i want to construct the first floor and second floor from scratch but he is causing ruckus daily like water is seeping in, because of construction and we are trying to address all his issues but he is constantly threatening us with police and stops the construction work. His motive is to get the property from us in cheap as at many previous occasion he has approached us about it and now he is taking this as his way in.Whats the legal action available to me?
