Conversion is required to be done after mutation because until and unless mutation be done in your name, you cannot get the right for applying for conversion of your agricultural land to non- Agricultural land. If you wish to take my Legal opinion through online payment, then can contact.

you apply for conversation your land agriculture to bastu, talk with B.L.R.O office, and also apply for mutation, you can both in a same time
