Hi
Why did the seller collect the document in the first place?
You can file a suit on the seller on charges of Cheating u/s 420 of IPC.
You can first file a complaint with the Registrar asking for Original registered Deed and if he refuses to provide you an original registered deed, you can escalate to District Registrar.
District Registrar has powers to summon the Seller and ask him to return the original or Refund the money paid by you.

Sir,
In this instance , first write a letter to the concerned sub- registrar stating the facts about yours and request him to hand over the original Registered property documents, failing which you can complain the same to the district registrar .
