Make a family settlement deed and get it registered at respective jurisdiction by paying registration charges in respect of said flat. There is no stamp duty reacquired in case of Transfer of property in blood relatives

This is my response to you:
1. You will have to obtain the succession certificate;
2. Once you obtain the same from district court show it to the society;
3. Obtain NOC of your siblings and your mom;
4. The society will transfer the property to you.
