Car ownership transfer issue - 2nd hand car purchase in Delhi

Im working in Noida. My original aadhar and DL belong to Ranchi, Jharkhand. Im buying a 2nd hand car in delhi. I dont have any id proof of Delhi for RC transfer requirement. What can be the best way to get it done? I was thinking of getting the transfer done on my friend's name, a permanent resident of Delhi. And then getting an affidavit on my name as the driver of the car, thus liable for all the responsibilities falling therafter. Kindly suggest.

Buying a second hand car is ok but since you dont have an ID proof RC will not be transferred in your name. So far as transfer of RC in your friends name is concerned, effectively and legally he will become the owner of the car. Giving an affidavit on your name wont work and would not be legally valid.
