Can the owner of the flat modify the balcony if builder refuses

I just got possession of my flat in a Gated Society Apartment in Noida. The balcony of my flat has a partial(around 3 Feet of height) wall. The thing is that this wall is a proper concrete and brick wall with no visibility of the other side. The builder has built these kind of balcony walls randomly on some floors of the building. Thus, the balcony boundary of flats on a majority of the floors has outer visibility as they are not a proper concrete wall as such, but some flats have randomly got a proper concrete wall with no outer visibility. When I asked the builder whether I can break my balcony wall myself and make it like the balcony of flats on other floors myself, he blatantly refused saying that this is not allowed. Can anything be done in this regard? I understand that load bearing walls and beams etc cannot be removed or modified, but the balcony wall doesn't fit into that category as per what I know. Is anything possible ?

In the above mentioned query please read the sale deed of the flat. In the sale deed there are some conditions for the seller and the purchaser.if there is any condition for reconstruction then u will go on.
