A PIL is technically a Writ which is not meant for the enforcement of rights arising out from civil contracts, and after enactment of Real Estate (Regulation and Development) Act, 2016 the disputes arising out form the builder and purchaser contracts can be raised only before the tribunal established under the provisions of Real Estate (Regulation and Development) Act, 2016

public interest litigation means litigation for the protection of the public interest. the person filing the petition must prove to the satisfaction of the court that the petition is being filed for a public interest and not just as a frivolous litigation by a busy body.

For delay in construction you can file compensation in consumer court. Apart from this you can file a civil suit for specific performance in stipulated time period of the BBA . Alongwith this can file Criminal Complaint for what was promised not done under cheating and fraud. But no pIL can be filed in supreme Court.
For any other quary please email the other details.
Thanks.
