Can circle rate be considered on date of agreement or registry

Dear Sir, If agreement for Purchasing Land is made on 10/01/18. The amount of LAND PURCHASE is for Rs 30 lacs. REGISTRY of Land will be made on 04/02/18. AGREEMENT was fixed for Rs 10 lacs. Balance amt. to be paid at the time of Registry of Land. Query- If I am Purchaser of Land, THEN WHETHER CIRCLE RATE IN THIS CASE FOR PURCHASING LAND will be Considered as On Date of Agreement or Date of Registry of Land OR BOTH ?? Pls clarify ??
Your agreement dated is 10/01/2018 and then circle rate goes up and your registry done when circle rate goes up then purchasing land consideration amount calculating on old circle rate. To more information contact me with all document

If agreement is registered and partial stamp duty has been paid then the stamp will be charged on the circle rate of the date of agreement if it is higher. Stamp will be charged on higher of circle rate or consideration. If agreement is not registered then circle rate will be considered of the date of registration of sale deed.
