Yes the girl may claim right in the property, even if father died prior to 2005. The date of claim of particular demand of partition in property is important. Even before 2005 female child / daughter could claim share being class I heir, however she could not claim share in dwelling house, however now that is also possible.

No. A girl can not inherit property if the father had died before amendment to Hindu Succession Act 1956, i.e. 09.09.2005. If father was alive on the date of Amendment to Hindu Succession Act then only the girl becomes coparcener. No right is created in favour of girl whose father has died before 09.09.2005.
