Buying an under construction flat in Kerala

I would like to buy an under construction flat in Thiruvalla, Kerala. What all documents should I ask from builder? Is RERA in force in Kerala? How can I ensure builder will provide flat as agreed to me? If builder fail to provide flat as per agreed terms and conditions what can I do?

Verify building permit, approved plan, title deeds, prior deeds, revenue records such as land tax, possession certificate, encumbrance certificate etc. any violation in terms including delay in handing over can be take to court. recent judgements are all in favour of customers to get the money back.

RERA and authorities under the said act was not yet constituted in kerala you had to ask copies of title deeds other documents like possession,ownership and location certificates in case if joint venture, then copy of the same after getting the documents mentioned you had to verify those with the village records and records in sub registrar office after remitting required search fee in case if any failure from the part of the builder occurs l. you can approach the consumer forum as well as civil courts please feel free to call me for clarification If any
