firstly you should read your agreement between both the parties and can check into this whether the builder can build a 3rd room with prior consent if not then you can file the injunction suit or the mandatory injunction suit in the court and you can get the stay against them

Try to file an RTI to get the permission from the Municipal Corporation and enquire whether 3 floors can be built or not. Whether that builder has obtained the necessary permissions, sanctioned map and layout and all compliances have been done or not. You can file a complaint in the Municipal Corporation against the builder.

If the builder is constructing an extra room without your consent, you need to act immediately before the lenter (roof) is poured. Here’s what you can do: Call the Police (100 or 112): Inform the local police about the unauthorized construction. Request them to stop the work immediately. Complain to the Municipal Corporation: Visit the Faridabad Municipal Corporation (MCF) and file a written complaint. If the construction violates the building plan, MCF can issue a stay or demolition order. Get a Court Injunction (Stay Order): If the builder doesn’t stop, file a case in the civil court and seek an immediate stay order. A local lawyer can help you file a temporary injunction (Order 39 Rule 1 & 2 CPC) to stop the construction. RWA or Apartment Association (if applicable): If your society has an RWA (Resident Welfare Association), raise the issue with them. They can take action against illegal modifications.
