Broker neither ableto give possession of land nor returning the money

In 2018 I gave token money to a Broker for a land deal, later broker informed me about the developments in the case and asked for advance money. I have given him all money thru RTGS to account hold by him along with his wife. But finally he was not able to give me the possession of the land. I asked for refund regularly then he transferred one lakh but rest amount is pending. The original land belongs to one person who was selling to me thru this broker. Broker made and agreement between myself & owner, but gave me a copy of Power of Attorney taken by him from the owner for all dealing, he has taken money from me on basis of that POA. I want to understand is there is legal way to get back my money from the broker because now he even doesn't pick my phone.
