Blockage of enreance gate by neighbour

I kept entrance gate facing the public road , but road is not mentioned in my sale deed , as it is of other layout. I am using that road for vehicle passage from last 15 years. Now recently my neighbor,encroached upon the road , by constructing a basement to his compound wall , for gardening purpose , which is blocking opening of my entrance Gate. Neighbor says that i have no rights to keep entranced gate to that road . I complained,but no action from municipal authorities. Please advice
hi if the entrace gate comes under your property and if he is blocking the property and if the municipal authorities are not taking any action then you could approach the court by filing petition and to direct the authorities to act upon your complaint
