9/11 B property got stuck with the registration though loan has approv

We have completed the down payment and successfully obtained loan sanction from LIC in April. However, we're now facing a critical issue as the developer has informed us that they can't proceed with the registration process.The reason being they only have an E-khata for the entire layout but lack individual E-khata for each plot.The service to obtain individual E-khata is suspended. This delay is particularly concerning as it has been three months and and my LIC sanctioned loan will get cancel.
