On Undivided property can one person pay the property taxes and transfer the property on her name
As far as payment of tax is concerned, anybody can pay the tax for the property.
You cannot transfer the property in your name only by paying the property tax. It will be cheating, and the other cosharer will be at liberty to file case against you if you do so.
