Remarriage of muslim man without divorcing first wife

Hi, Can a muslim man remarry if his first wife refuses to give divorce and the marriage is registered
If they do not give the divorce, they should write it down in their Jamaat and have the divorce annulled properly. Otherwise, they can proceed with the case in court under Muslim law and then register the marriage under the Common Marriage Act after the case is resolved.
