Is this even a legal divorce when no parties were present before the c

03-Mar-2025 (In Muslim Law Law)
The bride refused indirectly just before 21 days of marriage. Both the parties Never met any place... Never talked...... When I read the details... It says... It's a mutual divorce, but it clearly states that the court requires the presence of the parties associated. The witnesses on the affidavit are... The brother of the guy. The uncle and grandfather of the girl( whom the guy never spoke to) My question is.... Is it valid???
