Road Accident 3 months ago.. No FIR yet. Now asking for 5-6 lakhs comp

A road accident involving my car occurred in Delhi about 3 months ago, causing injuries to a motorcyclist. No FIR has been registered till date. The injured person initially gave a written statement declining an FIR but is now seeking ₹5–6 lakh privately. I have valid third-party insurance. Can the claim now proceed through insurance? Is an FIR mandatory or will a DD/GD suffice? What is my best legal option? Settlement out of court?
