If Driving licence made through agent without test

02-Jun-2023 (In Motor Accident Law)
If the RTO has issued a driving licence without any driving test (for example, when a licence was made through an agent), who all will be held liable and under which law? Also will the person to whom the licence was so issued also be held liable for anything?

If the driving license is issued without any driving test then the person who's license is made, the agent who made the license, driving test examination officer and the officer who's signature are there on the license is held liable and the license will be cancelled with immediate effect
