Can investigating officer change the final report of accident

My father met an accident on 11 may 2016 and on 29th June I received the accident information report from the police station. But since I didn't paid any money to the police officer, he told me that he could change the investigation report and blame my father. So is it possible for him to do so?
NO, he cannot change the investigation report as you are saying. he has to provide documents and other evidence to support his investigation. no officer will take chance against his job and file any false report.
