This is my response to you:
1. What caused the fire?
2. If the fire was caused by your own fault then the liability is on you;
3. If the fire was caused because of mistake by the municipal authorities or any government body, then the liability is on the government;
4. Nonetheless the government authority will also question if you have taken out insurance or no;
5. The maximum you can do is take municipal plans from the municipal authorities and ask the fire safety measures taken by the government authorities and if they have been negligent then you can blame them.
