Mental Disability Certificate not made with Correct Percentage.

My son is suffering from Epilepsy from more than 20 Years, he is mentally weak, sometimes he got Behavior attack. I have applied for Mental Disability Certificate at Government Hospital, but they have made Disability Certificate for 10%, inspite he is more than 40% mentally disable. Please tell me legal formalities, so that I can make Disability Certificate of Son with correct percentage. Thanks
File a civil suit in your concerned district court and court will direct the medical authorities to do a medical test again and if it comes to 40 % then court will pass a decree in your favour and the medical authorities will be compelled to issue a new certificate
