Rent and rent agreement.my landlord asking me 20000 for rent agreement

I just shifted to Kolkata....I have found one rental home here I like it.....I have talked with the owner he is saying that he will take 4000 for room rent and 20000 for rent agreement which he will give me back once I will leave that room.kindly help me as I have no idea about rent agreement...shall I believe him????
