Since the land is already in your name you need to file a suit for obtaining the vacant and peaceful possession of the property. You also need to file an injunction application seeking stay on any transaction in respect of the said land. Since the other side is in possession from last 17 years you need to immediately pilot shoot as early as possible.

If the agricultural land is recorded in your name in the revenue records, you have the legal right to seek possession even if another person is occupying it. Immediately collect copies of 7/12 extract, property records and any witnesses who know about the earlier arrangement. Send a legal notice demanding vacant possession within a fixed time. If he still refuses, you can file a civil suit for recovery of possession and permanent injunction before the competent civil court. The absence of written proof of ₹1.50 lakh does not take away your ownership rights; the court will mainly consider title records and possession evidence. Early legal action is advisable to prevent any adverse possession claim.

Since the land is in your name, you have a strong legal claim. However, 17 years of possession by another party risks a claim of Adverse Possession. You should immediately file a Suit for Possession and seeking a Permanent Injunction. Since the 1.50 lac payment has no written proof, he cannot easily claim a legal sale or lease. Consult me to issue a formal Legal Notice to vacate.
