If your landlord is refusing to return the security deposit, first send a legal notice demanding the refund. If there is no response or denial, you can file a complaint before the Rent Controller or approach the local civil court for recovery of the amount with interest and legal costs. Keep evidence such as rent agreement, receipts, handover proof etc., ready to support your case.

You can begin by trying to resolve it on a personal level. If the money is still not returned, send him a legal notice regarding the same. You can file a suit to recover the amount. If you have any questions, feel free to contact me.

There are conditions wherein security amount partially or completely can be forfeited by owner. If you have cleared all bills and maintenance which suppose to be given or pending on your behalf timely or in the end than security amount must be returned. Even then amount not return, you can sue him and send legal notice to the owner. ‎

You may recover the security amount by getting a strongly worded legal notice issued through an Advocate. Do consult a Lawyer and provide him the details of the owner and the proof of security payment to enable him to issue a legal notice
