Society has to take appropriate steps to get your problem solved and as you said that they are not doing anything then you can file consumer complaint against society to consumer forum and ask for appropriate reliefs as well as compensation for mental agony for last 4 year and cost of litigation.

Hello,

Please send a legal notice to the society, tenant and his landlord regarding the issue and demand urgent action on this. It is the society's responsibility to rectify any structural issues. The society can not turn away from your complaint.

The landlord must step in and resolve this and compensate for your damage. Engage an advocate to send a legal notice and explain the further course of action if the notice is not complied with.

You may inform the society that you shall file a suit in co-operative court if the management does not step in to resolve the issue amicably.

This is my response to you:
1. You must pressurize the society manager and ask the manager to send the society plumber to the flat owner's house;
2. If he/she does not help then send a legal notice to the owner and cc to the tenant;
3. The owner out of pressure will do the repair works fearing the tenant may leave.
