Landlord not accepting rent of my shop

I live in delhi. My shop is on rent last 40 years (pagadi system) in delhi only. Since last 2 years my landlord is not taking rent and refusing to provide rent receipt. To be safe I want to pay rent in court, can someone please advice proper and complete procedure to do so... Thanks!!!!
First of all you have to tender rent by postal money order and if the landlord does not accept it then you can file an application before the court for depositing rent in the court(Rent controller) given under section 27 of Delhi rent control act and the Controller may, on the complaint of the tenant and after giving an opportunity to the landlord of being heard, levy on the landlord a fine which may extend to an amount equal to two months’ rent, if the Controller is satisfied that the landlord, without any reasonable cause, refused to accept rent though tendered to him within the time referred to in section 26 and may further order that a sum out of the fine realized be paid to the tenant as compensation.

You first need to fill the receipt and deposit the rent in rent deposit counter which happen to be near file counter in every court. Take the receiving receipt from the count.
