How to resolve issue with land lord

Hi, I am staying in  for 4 months as a tenant. In that home have issue, after we came first month only problem started they are not ready to pay the current pay bill so we inform we are going to vacate then they inform us one month painting charge will be deducted . Then we quit the plan to move from their. we plan to stay their only . Next month again the problem started for water , for that they came their with some rowdy people and make problem and took rent from us. For that owner have no voice ,one care taker and her son is doing everything . now we plan to shift and find out one another home we want to shift she is telling that , they only give advance after deducting one month paint charge and one month rent . Because of their rowdyism only we plan to change .please give proper solution for this.
