If she was legally married in 2003 and the divorce decree was passed only in 2008, then technically she was married on the date of her government-service application/appointment, and mentioning “unmarried” could amount to suppression/misrepresentation, depending on the exact wording of the form and applicable service rules. However, the consequences depend on whether the department specifically sought marital status, whether the first marriage was disclosed elsewhere, and whether the false declaration was material to her appointment. The second marriage, if subsequently annulled, is a separate issue. She should not panic or make any further incorrect statement; she should have the appointment form, service records, marriage/divorce/annulment orders and applicable departmental rules examined by a service-law advocate before making any disclosure to the department.
