Promotion to the post of Assistant Development Commissioner

I am working as an Assistant (Level 6 in 7th Pay Commission pay matrix) in the Office of the Development Commissioner, KASEZ .As per the Recruitment Rules for the promotion to the post of Assistant Development Commissioner (ADC), an Assistant with six years of service is eligible for promotion. Am I eligible for the promotion of ADC against the deputation vacancies as a one-time relaxation as per the above Order No. A-4/12/2008-SEZ dated 23rd February, 2010
whether the relaxation was time bound or open ended.
