Not giving my rights to quit despite the clause of payout.

There are two point in termination and regenation clause. First state that I can pay and leave the gross salary of 90 days for early release. Second state that for immediate release company has it decision to allow employee to pay only 30 days salary and leave and notice period will be wave off. And the company decision Is the final decision. But my hr is telling the last line of point 2 is also applicable for point 1. How to handle this situation
