Claim settlement of Insurance policy without nomination

One of my acquaintances passed away recently leaving behind one minor son and one major daughter. Spouse is legally separated long back.
His insurance policy does not have any nomination. In this case how best the insurance claim can be settled ?
Well, in case, there is no nomination, her legal heirs have to prove, that, they have blood relation with the deceased person, for which, they can for DNA, they have to produce Legal Heirship & Succession Certificate to claim benefits of Insurance Policy.
