Poor service by apex visas how to complain without risking refund

I am based in UAE & hired Apex Visa (Pune) for Canada PR who gave wrong guidance, charged ₹70,000 under an unlimited contract (Maharashtra jurisdiction) & gave poor services.₹45k being retainer fee & deducting taxes the actual processing was around ₹ 14k After many follow-ups, they offered only ₹5,700 (40% of processing fee per contract) as refund,requiring me to sign consent form waiving my right to complain.Despite requests,they haven’t reconsidered. Wat options I have without risking refund?

Well, you can file a case against them in the concerned City Civil Court. First, We need to send a Legal Notice to Apex Visa, Pune. If things go well, just after sending Legal Notice, you will get your amount back.
