Need help on how to transfer college

Im an international student from zim i applied in india they advertise wrong college , offer letter states they provide us with food and accomodation but they only give indian cuisine while charging africans tripple the amount , accomodation is bad and they overpack students if you complain they dont solve they are scammers , they hold you and certificates in custody forcefully and refuse to transfer
Misrepresentation: The college advertised facilities and services that do not match what was actually provided after admission. The offer letter stated that food and accommodation would be provided, but the actual facilities are significantly different from what was promised.
2. Accommodation: The accommodation provided is overcrowded, poorly maintained, and does not provide a safe and comfortable living environment for students.
3. Food: Although food is provided, it consists only of Indian cuisine without considering the dietary needs of international students, despite charging substantially higher fees from African students.
4. Unfair Charges: African students are allegedly charged significantly higher fees than what was represented, without a clear justification for the additional costs.
5. Failure to Address Complaints: Several complaints have been raised with the college administration, but they have not been properly addressed or resolved.
6. Retention of Original Certificates: The institution is retaining students’ original educational certificates and refusing to return or transfer them upon request, causing serious hardship.
