Can family bring gel blaster from US to India?

I have a family member coming from Houston to Mumbai. Will there be any issues for him through customs to carry a brightly coloured gel blaster (red, orange, white, black) made of plastic and 20,000 packaged dehydrated gel rounds (bright orange) with a bill of proof of purchase and intent? How can it be done to ensure no issues (airline he is flying allows brightly coloured toy guns)? Should he leave the gel rounds (due to ambiguity in Indian officials)?
Well, he needs to comply with all the due Compliances before bringing such Colured Gel Blasters. He needs to disclose this in advance to the Indian Customs via filling certain forms and have to pay the duty on same.
