Application of GST on a private property, purchased from joint owners

I am going to purchase a flat from joint owners of a property under Kolkata Municipal Corporation. 2 people, after merging their adjacent property constructed a small private building, using their own supplier for their residential purpose. I am buying their top floor for my residential purpose. It's a very small building, containing only 6 flats, entire 1st and 2nd floor will be used by owners and only 3rd and 4th floor containing 2 flats on each floor, they are selling out to intending purchaser - how GST is applicable in my case, pls clarify.

If you are buying a property which is completed then no need to give gst as also if you are buying from land owners gst is applicable only to under construction flat.
and as you are buying from landowner allocation so need to give gst.
