How to make it obligatory for husband and wife to go marriage counsellor and anger management consellor

In general if the couple are married for less than 7 years or couple with children approach the courts for divorce, courts normally advise couple to undergo counselling sessions.
However the couples might choose NOT to attend the counselling sessions as the courts can only advise on counselling but cannot insist on the couples to mandatorily attend counselling.
If the couple do not want counselling, the courts must necessarily go through the process for allowing/ rejecting the divorce petition.
