Dear first step is to make a police complaint regarding the recovery of istridhan, if the police is not taking any action, then you have an other option to file a complaint in the court u/S 156 (3) of crpc.

well in your situation it is advisable to file a criminal complaint of domestic violence, as well as of misappropriation of articled and cruelty with the magistrate if the police fails to take action.

You can approach high court for the purpose of getting fir registered. You have various other remedies as well. Fir is easy and immediately you can get relief. You can file complaint before the JMIC and you can file civil suit as well and in that you can claim expenses of the marriage as well.
